On February 24, 2021, the US General Services Administration (GSA) issued a memorandum for all GSA contracting activities announcing the waiver of experience and annual financial statement requirements under the Multiple Award Schedule (MAS) solicitation due to the COVID-19 pandemic.
Effective immediately, MAS solicitation provision SCP-FSS-001, Instructions Applicable to All Offerors, changes the corporate experience and financial statement requirements for government contractors to be considered for an award. Under the waiver, offers require a minimum of two years of corporate experience (including one relevant project experience per Special Item Number (SIN)) and to submit annual financial statements for the previous two years (audited, if available).
The memorandum will remain in effect until rescinded by GSA. GSA specified that the Federal Acquisition Service (FAS) should follow up on any MAS offers not accepted during the past 90 calendar days for not meeting the solicitation requirements under this temporary provision.
