Gelman, Rosenberg & Freedman CPAs has named Richard Locastro, CPA, JD, the newest partner of the firm effective January 1, 2015. Mr. Locastro has served as tax principal in the firm’s nonprofit department since 2007. In that capacity, he oversees the firm’s team of tax professionals who provide consulting and tax compliance services to more than 500 nonprofit organizations. He coordinates tax planning and consulting services, return preparation and representation on IRS audits.

We know he will continue to advance the reputation and involvement of the firm throughout the nonprofit industry.”
Mr. Locastro has more than 25 years of experience providing tax services to tax-exempt organizations. Prior to joining Gelman, Rosenberg & Freedman, he served as senior manager for KPMG’s Exempt Organizations Tax Practice for the Baltimore/Washington region and as KPMG’s national director for Nonresident Alien Tax Compliance. He also spent six years working in the Washington, DC National Tax Offices of KPMG and PriceWaterhouseCoopers. His clients included private foundations, colleges and universities, healthcare organizations, museums and other large nonprofit institutions.
Mr. Locastro is a member of the American Institute of Certified Public Accountants, the Greater Washington Society of CPAs and the Maryland Association of CPAs. He is licensed as a CPA in New York State and Maryland. He received his Bachelor of Science degree in accounting, magna cum laude, from Le Moyne College, Syracuse, NY and his JD from the University of North Carolina, Chapel Hill, NC.
