In December 2024, the General Services Administration (GSA) announced that the Federal Service and Financial Reporting System (FSRS.gov) will be officially retired effective March 6, 2025. FSRS is the reporting tool Federal prime awardees (i.e. prime contractors and prime grant recipients) use to capture and report subaward and executive compensation data regarding their first-tier subawards to meet the Federal Funding Accountability and Transparency Act (FFATA) reporting requirements. SAM.gov will now house subaward reporting and viewing functionality.

Why is FSRS Being Retiring?

FSRS will be decommissioned as part of the ongoing modernization efforts within the U.S. Federal Government’s digital infrastructure. The retirement of FSRS will offer several benefits:

  • Enhanced User Experience: The new system will offer a smoother interface and streamlined processes for reporting.
  • Improved Security: The transition to SAM.gov ensures better data protection and more robust security protocols.
  • Better Data Integrity: The new system will help prevent errors by flagging discrepancies and potential duplicates in reports.

What’s Changing?

Subaward reporting will now be integrated into the entity reporting domain within SAM.gov. One of the key changes is the simplification of user access—under the new system, users will only need one SAM.gov account per individual, rather than a separate email for each entity they report for, as required by the current system.

Additionally, new user roles will be implemented:

  • Administrator Role: This will allow you to submit subaward reports for an entity and manage other users who report for that entity.
  • Data Entry Role: This role will enable you to enter subaward data for an entity.

Impact and Transition

  • Data Migration: All data currently stored on FSRS.gov will be transferred to SAM.gov.
  • Access: FSRS.gov will be fully disabled on March 6, 2025. Subaward reporting will be accessible through SAM.gov beginning March 8, 2025.
  • Reporting in SAM.gov: Once reporting is accessible in SAM.gov users will set up a single SAM.gov account, even if they work for multiple entities. The administrator for the entity reporting domain will need to assign role and permissions to ensure that users have been granted the correct roles and permissions to access the subaward reporting capabilities.
